This is one of the aggressor or opposition aircraft that the USAF and allied pilots at Luke AFB, Litchfield, AZ train against. It is a Mirage F1, built in France, by Dassault Aviation. The U S government contracts with a private company to provide the pilots and the planes to be the aggressor or opposition, think Top Gun training, for the USAF and allied pilots flying the F16 and the F35.
These planes can be seen taking off from Luke AFB on a regular basis heading out on a training mission to improve the skills of American and allied pilots. The French stopped flying these planes in 2015, however they are still in the Iranian and other countries arsenals.
